Parking Services 103: Parking Enforcement
Purpose
To encourage compliance with UAA parking regulations

Definitions
Citation: A fine for a violation of parking regulations.
Booting: The attachment of an immobilization device on the wheel of a vehicle to make it inoperable.
Impounding: Using an agent to tow a vehicle to a secured off-campus lot.
Policy
General
Parking area and walkway regulations will be enforced to avoid congestion, maintain safe driving conditions, provide delivery and emergency vehicle access, and optimally use existing parking facilities.
Anyone parking a vehicle on university property in violation of any section of the UAA parking regulations is subject to citation.
Parking Services manages parking access and levies and collects all fines for parking violations in accordance with university policy, including the provision of due process through an appeal process.
All vehicles operated on the UAA campus are subject to the motor vehicle laws of the State of Alaska. Citations will be issued for motor vehicle law violations.
Individual Citation Responsibility
Parking Services makes the following reasonable assumptions:
The person obtaining a valid UAA permit is responsible for all citations issued to each vehicle registered to that permit.
Vehicle operators are familiar with the parking rules and have observed applicable signage.
Parking Violation Codes and Descriptions
Parking without a permit
Parking with an inactive (expired) permit
Parking with a permit not assigned to that vehicle, improperly transferring a parking permit or providing false information on a parking permit application
Improperly displaying a parking permit
Parking in the housing area without the required housing and parking permits
Parking with a green permit before the valid hour (4 pm)
Improperly using a restricted (brown) use permit
Leaving a vehicle in an expired metered parking space
Improperly parking in a visitor parking space
Parking a vehicle in a designated fire lane or driveway for service vehicles
Obstructing a fire hydrant with a parked vehicle
Obstructing or hindering traffic by parking in a traffic lane
Obstructing a building exit with a vehicle
Parking with the vehicle facing oncoming traffic
Parking without a permit or appropriate license plate in a handicap space—1st offense
Parking without a permit or appropriate license plate in a handicap space—2nd offense
Obstructing a vehicle, driveway, street, or otherwise disrupting university operations
Camping on campus overnight
Parking any house trailer, utility trailer, boat or similar vehicle on campus without prior authorization from the Department of Public Safety or Parking Services
Parking outside the boundaries of a specified area
Parking in a safety zone, no parking zone, posted area, restricted area or in a manner constituting a safety hazard
Parking in a loading zone for any reason beyond the time limit
Taking up more than one parking space
Blocking the movement of another vehicle (double parking)
The failure to pay a citation my result in the booting or impounding of the vehicle at an additional expense to the owner.
Impounding may also be used if a parked vehicle is creating a safety hazard.
